I will write this down first, but you don’t need any qualifications or permits to export general items like figures, trading cards, fishing gear, or automobile parts. If permits were required for export, Reddit would be almost exclusively full of foreign proxy agents living in Japan, and there’s no way they would easily hand out permits to foreign residents in Japan lol.
The scary part about underreporting import taxes and fraudulent declarations is that the buyer bears all the responsibility. If you rely on such illegal proxy agencies just for the sake of immediate savings or out of greed, you will be penalized with fines or criminal punishment.
This guy might have them underreport and pad the fake shipping costs, but he takes no responsibility whatsoever. Only the buyer gets penalized under the laws of the destination country, because he can just make the excuse that he was asked by the buyer and didn’t check the contents.
